 GJF Project of Fostering Sustainable Peace and Transformative Leadership in West Africa

Consultancy for Leadership Programme Concept Finalisation and Stakeholder Mapping

A.   Background

Over the past four years, the West African Elders Forum (WAEF), an initiative of the Goodluck Jonathan Foundation (GJF), has played a vital role in promoting peace, democracy and, good governance in West Africa. Through high-level stakeholder engagement and quiet diplomacy, WAEF has successfully mediated peaceful elections in several countries in the sub-region including The Gambia, Nigeria, Sierra Leone, Liberia, Senegal and Ghana.   The Forum has also intervened in political crisis in Senegal and Côte d’Ivoire preventing instability. WAEF has and continues to advocate for constitutional order and democratic principles in response to the recent wave of military takeovers in the region.

Despite these efforts, West Africa is experiencing a critical period of political uncertainty, democratic regression, and governance challenges. Recent trends include unpopular elections, authoritarian rule, and unconstitutional power shifts threatens regional peace and stability. These governance issues unfold alongside deteriorating humanitarian conditions, widespread insecurity, and economic challenges, all pointing to a deeper systemic - leadership gap.  These factors highlight a deep-rooted leadership crisis and underscore the need for visionary, principled and courageous leadership.

Recognising this need, GJF, with support from the United Nations Development Programme (UNDP), Sub- Regional Hub for West and Central Africa, is designing a flagship Leadership Development Programme aimed at equipping emerging leaders with the values, vision, and skills necessary for peacebuilding, democratic governance, and sustainable development across both West and Central Africa.

B    Objective

The consultancy seeks to

                i.         Develop a comprehensive, and contextually grounded leadership programme concept,

              ii.         Identify and map strategic stakeholders and partners for successful implementation.

C.   Consultant Qualifications

The ideal consultant must have:

  •   Minimum of 12 years’ experience in governance, leadership development, civic engagement, or public policy
  • Demonstrated experience in programme design, particularly youth-focused or intergenerational leadership programmes
  •        Familiarity with governance systems and leadership trends in West and Central Africa
  •        Excellent research, writing, and stakeholder consultation skills
  •        Advanced degree in Political Science, Development Studies, Public Administration, or a related discipline
  •        Experience with multilateral or regional institutions (Preferred but not mandatory)

D.   Application Requirements

Interested applicants are invited to submit the following:

  • A capability profile or statement highlighting relevant experience of the firm
  • CVs of proposed team members
  • Technical proposal (maximum 4 pages) outlining understanding of the assignment, proposed methodology, and delivery timeline
  • At least two samples of comparable assignments (executed within the past 5 years)
  • Financial proposal indicating proposed daily or project rate (inclusive of applicable taxes)
